National Security Education Program David L. Boren Undergraduate Scholarships


What: Funds up to a year of language and political/cultural studies abroad in regions deemed critical to U.S. national security (including Africa, Asia, Central & Eastern Europe, Eurasia, Latin America & the Caribbean, and the Middle East) in exchange for a commitment to seek work in the federal government. NOTE: The countries of Western Europe, Canada, Australia, and New Zealand are excluded.

Who is eligible: Must be a U.S. citizen. Apply any year; seniors are eligible to apply provided they will not graduate from UCI before or during the period of study abroad.

Selection Procedure: Complete the online application and submit it electronically by the campus deadline. This will go to the SOP office, NOT to the NSEP. Also by this date, submit hard copies of the following materials to the SOP office:
  • Official transcripts
  • 2 (required) to 3 (optional) letters of recommendation and the accompanying reference forms
  • 1-page study abroad program description
  • Letters of support for direct enrollment (if applicable).
The UCI NSEP faculty screening committee will interview all candidates for the purpose of rating their applications. If you receive university endorsement, you will need to edit and revise your application and/or essays based on feedback from the committee.

After receiving the final draft of your online application and supplemental materials, the SOP will do the following:
  • Mail your letters of recommendation, official transcript, program description, and letters of support (if applicable) directly to the NSEP.
  • Complete a detailed evaluation of your application and attach electronically.
  • Officially submit your application online to the NSEP.
There is no limit to the number of applications UCI may endorse for funding consideration by NSEP.

Who wins: NSEP gives preference to students who will study in particular countries; who will study particular languages; who will study particular fields; who will study abroad for a full academic year; and who will make a commitment to a career in federal service. Each year, NSEP publishes a list of geographic areas, languages, and fields of study identified as critical to U.S. national security. The lists are developed by NSEP based on a survey of agencies and offices throughout the federal sector.

NSEP emphasizes the importance of language study as a major component of your study abroad program. Study of a foreign language appropriate to the identified country must be an integral part of each proposal. In addition, you must meet any language requirements of the study abroad experience you propose.

Since NSEP encourages students to study in countries whose languages are less commonly taught at U.S. institutions, it is anticipated that many students will not be familiar with the language of their chosen country. Prior study of another language will serve as an indication of interest and aptitude.

Study of a common language (Spanish or French) is permissible only when it is at an advanced level of competency. Special Exception: NSEP will consider applications from students at the intermediate level of Spanish or French if their field of study is in applied sciences or engineering.

Approximately 140 undergraduates receive NSEP Boren awards annually.

In 2009, UCI's Lina Kim and Christian Martinez were named as recipients.

Finances: Award amounts are based on the study abroad costs and financial aid information provided by the applicant. The maximum award is $8,000 for a summer, $10,000 for a semester, or $20,000 for a full academic year.
